The quoted fee is not the number that decides this.

For a levy-contributing employer in Malaysia, the number that matters is what the training costs after the HRD Corp (formerly HRDF) claim. Two quotes can look far apart and settle at the same net cost. Two quotes can look identical and cover completely different work.

So price it in two steps. Work out what is driving the fee, then work out how much of that fee your levy balance can absorb.

The quick answer

  1. AI training in Malaysia is priced two ways: per participant for a public seat, and per group per day for in-house delivery.
  2. Six things move the number: format, group size, number of days, how much is built from your own material, trainer seniority, and what happens after the workshop.

Almost every quote you receive uses one of two shapes. They behave differently as headcount grows.

The in-house ceiling is per group, not per person. Divide it by the public ceiling and the crossover lands at six participants. Past that headcount, in-house claims better per head before any argument about relevance.

What drives the price

Six variables explain most of the spread between quotes. Ask about each one before you compare totals.

1. Delivery format

Public seats, in-house face-to-face sessions, and remote online training price differently and claim differently. Remote delivery strips out venue and travel cost. It also strips out the room, which is where hands-on work is easiest to supervise.

2. Group size

In-house pricing is set for a room, so the per-person figure falls as the group grows. There is a floor. HRD Corp requires at least two trainees for in-house face-to-face training, and the claimable fee is prorated when fewer than five attend.

Bigger is not automatically better. A hands-on course with 30 people in the room usually turns into a demonstration.

3. Number of days

Most company AI programmes are shaped as two days: day one builds capability, day two turns it into a working process. HRD Corp treats seven training hours as a full day, so check the agenda’s actual training hours rather than the calendar days.

4. Customisation

Building exercises from your processes, files, and reporting formats takes preparation before the workshop, and that preparation is in the fee.

Seniority and delivery record show up in the fee. You see the difference when a participant’s output comes back wrong and someone has to say why, on the spot.

6. Materials and follow-up

Workbooks, saved workflows, context templates, tool licences, and post-workshop support may sit inside the fee or outside it. This is the line most often missing from a comparison, and the one that decides whether a quote is complete.

How the levy offset changes the net cost

Employers with ten or more Malaysian employees pay a mandatory levy of 1% of monthly wages plus fixed allowances. Employers below that threshold can register in the optional category at 0.5%. That money is already committed. The only open question is whether it buys training or expires.

Under HRD Corp Claimable Courses, employers are not required to make advance payments to training providers. HRD Corp debits the course fee directly from the accumulated levy and pays the provider after approving the claim. The employer must be registered, must have paid levy for the first month, and must have no arrears.

The published ceilings do the rest of the work:

  • In-house full day, at least seven training hours: up to RM10,500 per day per group.
  • In-house half day, no more than four training hours: up to RM6,000 per group.
  • Public course full day: up to RM1,750 per participant per day.
  • Service tax is claimable as long as the total stays inside the ceiling.

Run a two-day in-house cohort through that. The course fee ceiling is RM21,000 for the group, whether you send six people or twenty. If the quote sits inside it and your balance covers it, no cash leaves your account.

Timing is the harder constraint now. The grant application must go in before training begins, and since 15 June 2026 in-house training may only start 14 days after approval. Public courses may still start three days after approval until 31 December 2026. Budget the lead time, not only the money.

Claimability is an administrative fact, not a quality signal. It tells you the paperwork should clear. It says nothing about whether your team will work differently afterwards.

  4. What do you need from us before the workshop, and by when?
  5. Which costs sit outside this quote?

  7. What does support look like in the first 30 days?
